      Dr. Robert J. Nolting

      Superintendent

      Dr. Robert J. Nolting was named Superintendent for the 2021-22 school year. Prior to joining the District office, he was Principal of Andrew High School, a position he has held since 2009. He served as Associate Principal for Instruction at both Sandburg and Andrew High Schools between 2004 and 2009. Prior to joining District 230 in 2004, Dr. Nolting was a social studies teacher and coach at St. John’s Northwestern Military Academy, and Athletic and Activities Director at Franklin High School in Wisconsin.
      Dr. Nolting earned a Bachelor of Science degree in Secondary Education from the University of Wisconsin - Whitewater, a Masters of Science degree in Educational Leadership from the University of Wisconsin - Madison, and a Doctorate degree and Superintendent’s Endorsement from the University of St. Francis.

      Dr. Mary Pat Carr

      Director of Safety and Security

      Dr. Carr is the District's first Director of Safety and Security and will focus on developing, monitoring, and implementing policies and procedures related to student behavior and discipline, promote a positive school environment, enhance security measures within the school facilities, and more. Prior to assuming the role of director, Dr. Carr served as Assistant Principal since 2020 and before that, she was the Head Dean at Stagg for 10 years. She also served as a Dean of Students for three years. Dr. Carr began her career at Stagg on in 2002 as a French teacher, swim coach, water polo coach, and Community Swim Coordinator. 
      She has a bachelor’s degree in the Teaching of French from the University of Illinois Urbana-Champaign, a master’s degree in Educational Leadership from the University of St. Francis, and a doctorate from the University of St. Francis with research on Preventing Targeted School Violence: Implementation of School Safety Plans and Student Reporting of Safety Concerns. She served as a Faculty Advisor for the Sandy Hook Promise National Youth Advisory Board for two years.

      Chief Technology & Operations Officer

      John Connolly serves as Chief Technology & Operations Officer for Consolidated High School District 230. He works with a team of experts to provide the best technology solutions for D230 staff, students, parents, and the community. Prior to joining D230, Connolly was the Educational Technology Director for Chicago Public Schools. He has 21 years of experience with enterprise-wide technology solutions and educational technology programs. He did his undergraduate work at the University of Iowa and his graduate work at DePaul University. He was honored as the IL Educator of the Year in 2020 and was identified as one of NSBA’s 20 to Watch Ed Tech Leaders for 2014. John is a Board member of the Illinois Educational Technology Leaders (IETL) Organization.

      Assistant Superintendent of Instructional Services

      Anita Huffman began her role as Assistant Superintendent for Instructional Services July 1, 2024. Previously, she served as Associate Principal for Instruction at Carl Sandburg High School for three years. Before joining District 230, she served as Assistant Principal at Leyden High School for seven years and as an Instructional Coach and Special Education teacher in Chicago Public Schools for seven years. 

      Huffman holds a Master of Education degree in Educational Leadership from National Louis University, a Master of Education degree in Curriculum and Instruction from the University of Illinois-Chicago, and a Bachelor of Science degree in Elementary and Special Education from Bradley University. She is currently pursuing her Doctorate degree in Educational Leadership from University of St. Francis.

      Dave Keating was named Director of Facilities for District 230 in 2020. He is a Certified Journeyman Electrician with 15 years of commercial and residential construction and management experience in addition to his five years of experience as District Maintenance Supervisor.

      Assistant Superintendent for Business Services
      John Lavelle joined High School District 230 in July 2015 from Homer Community Consolidated School District 33C where he served as Assistant Superintendent for Business since 1996. Prior to that, he was Assistant Business Manager there.   Lavelle earned a Master’s degree in School Business Administration from Northern Illinois University and a Bachelor’s degree in Business Management and Marketing from Augustana College. In addition, he served as a Director on the Illinois Association of School Business Officials Board and Chairman of the Will County Business Officials organization.

      Dr. Katie McMillan

      Assistant Superintendent for Human Resources

      Dr. McMillan takes on her new role as Assistant Superintendent for Human Resources as a member of the D230 family for more than two decades. She was first hired as a science teacher and coached girls basketball, girls volleyball, and girls track and field and sponsored several clubs and organizations. In 2006, she joined the administrative team in the main office at Andrew High School. Since then, she has served as Assistant and Associate Principal at Andrew and Stagg High Schools with responsibilities for student activities, facilities, PPS, and instruction. She also served as Assistant Superintendent of Instructional Services from 2021-2024.

      Dr. McMillan holds a Bachelor of Arts degree in Commerce from DePaul University, Bachelor of Science degree in Secondary Education from Governors State University, Master of Arts degree in Educational Leadership from St. Xavier’s University, LBS1 Endorsement and Administrative Certificate from Lewis University, and a Doctorate degree in Educational Leadership from Roosevelt University.

      Mr. Charles Ovando

      Assistant Superintendent of Student Support and Development

      Charles Ovando serves as the Assistant Superintendent of Student Support and Development. Ovando joined the District 230 team in 2014 as the Department Chair for Social Studies, World Languages and Art and has worked in both Stagg and Sandburg High Schools. He also served as the Director of Special Programs for four years. Prior to his work in D230, Mr. Ovando served as Social Studies Teacher and Division Chair at York High School In Elmhurst. 

      He holds a bachelor’s degree in Psychology from Point Loma Nazarene University in San Diego, a master’s in Teaching from Olivet Nazarene University in Bourbonnais and a second master’s degree in School Leadership from Concordia University Chicago.

      Kevin began his role as Director of Finance in July 2024. His career with District 230 began as a Business Service Intern in July 2018. He also held roles as Business Service's Bookkeeper and EMS Coordinator. Kevin earned a Master's degree in School Business Administration from Northern Illinois University and a Bachelor's degree in Finance from the University of Missouri. In addition, he is an active member of the Illinois Association of School Business Officials Professional Development Committee for Risk Management.

      Director of Student Services

      After graduating from Elmhurst College in 2002, Lisa Shulman started teaching at Stratford Middle School in Bloomingdale, IL. She always had a passion for coaching and working in the high school setting, so when the opportunity presented itself in 2004 she helped open Oswego East High School where she taught and coached. In 2012, she accepted the Department Chair Position for Special Education and Athletic Coordinator position at Oswego High School. In 2017, she accepted the Director of Student Services position in Consolidated High School District 230.

      Tera joined District 230 as the Director of Finance in August 2016 from Crete-Monee School District 201-U where she served as Accounting Supervisor since 2011. Tera’s career in government accounting started in 1993. Tera furthered her education by earning a Master’s degree in Accounting and Bachelor’s degree in Accounting & Public Administration from Governors State University. In addition, she is an active member on the Illinois Association of School Business Officials Professional Development Committee for Finance and Budgeting.

      Director of Communications

      Jennifer Waterman joined District 230 in 2022 as Director of Communications and Public Relations with 28 years of public relations experience. Waterman is an award-winning communicator, strategic advisor, and multi-media storyteller.  A collaborative, approachable, and positive leader, Waterman brings communities together to support innovative learning through clear and creative communication. Having held several Board positions on INSPRA, the Illinois Chapter of the National School Public Relations Association, Waterman also served as mentor to several newer public relations professionals. Waterman earned a Bachelor’s degree in Journalism from the University of Illinois at Urbana-Champaign.

      Associate Superintendent

      Dr. Julia Wheaton’s professional pursuits have been shaped by growing up in a family of seven with a very strong commitment to education, continuous self-improvement, and the field of teaching. This foundation of support and encouragement guided Dr. Wheaton to study education at Illinois State University where she earned a Bachelor of Science Degree in Early Childhood Education. She continued her education by earning a Master of Science degree in School Psychology at Illinois State University, a Master of Arts degree in Educational Administration from Governors State University, and a Doctor of Philosophy degree in Educational Leadership and Policy Studies at Loyola University Chicago. Dr. Wheaton has served both elementary and high school districts in a variety of leadership positions that include assistant principal, principal, coordinator, director, and assistant superintendent. Since coming to CHSD 230 in 2009, Dr. Wheaton has served as an Associate Principal and Principal at Carl Sandburg High School before becoming the Assistant Superintendent of Human Resources in 2014. Dr. Wheaton is a nationally certified Human Capital Leader in Education (HCLE) by the American Association of School Personnel Administrators (AASPA).

      Seth Wilkerson

      Director of Technology

      Seth Wilkerson started his career at District 230 as a Building Technician, and after serving in that role for one decade, moved to Information Technology Support and Device Manager, a role he held for the eight years. In 2023, he was unanimously appointed Director of Technology, a new role created to oversee the installation and management of district-wide technology hardware, software, and related peripherals.  During his time at District 230, he coordinated, deployed, and managed more than 8,000 Chromebooks, 350 iPads, and over 2,000 Windows-based laptops and desktops as part of the district’s Digital Learning Program initiative. He holds a bachelor’s degree in Information Technology from Governors State University and a master’s degree in Technology from Eastern Illinois University.
